Abstract

Although the Superfund program has cleaned up over 200 sites nationwide since its inception in 1980, the outlook for its future is clouded. The complexity and estimated costs for those sites yet to be remediated is climbing, but funding for the program is dropping. To allow Superfund to continue fulfilling its mission, some stakeholders are looking to replenish its coffers by reinstating "polluter pays" taxes.
