Abstract

A June 2009 White House report on climate change stressed that action to mitigate greenhouse gas emissions must be taken soon to minimize the public health consequences of accelerated climate change. However, experts and policy makers disagree on the best way to mitigate emissions. Currently the two most favored approaches are taxation and cap and trade, each of which has its own set of challenges. A new climate change bill before the House of Representatives at press time seeks to address climate change through a multi-pronged approach. Should this bill fail to pass, the U.S. Environmental Protection Agency would be called on to regulate greenhouse gases.
